In Bucks County, PA, where Gen. George Washington crossed the Delaware River, a grassroots group called Citizen To Citizen is alarmed. The state is not helping to locate 25,000 local registered voters or almost one million across Pennsylvania who need photo ID cards to vote in 2012.
